Although the emperor never really regained power, the reformers who governed in the emperor's name worked to transform political and social conditions in Japan. One of the first declarations written by the Meiji reformers was the Charter Oath of 1868. The Charter Oath reflected the goals of the Meiji government, which included:

  • the establishment of assemblies;
  • the participation of all social classes in carrying out the affairs of the state;
  • the freedom to choose one's occupation;
  • the abandonment of past customs;
  • a search for knowledge from the outside world to strengthen imperial rule.
