I would say she was both managerial and legislator type leader.

She had managed coalition government relatively well, was able to delegate quite a bit of responsibilities to other potent politicians, was very much hands on so made hardly any political blunders ; so she was a very effective manager type.

She was also very robot-like individual. I mean, she had to be expert in every issue, was driven by policy and although she has been through out her life as the 'left', her ideologies were very much driven by the policies she pursue (unlike other ideologues). She did not make policies to win elections, but rather, she had to win elections to pursue/ implement her policies. These traits tend to show her as legislator type leader.

She also has a 'mobilizer' trait, such as her persuasive communication skills and very direct method engaging public, and her almost 'presidential' like campaign strategy, but if you had to choose just one outstanding type of leadership style, I'd say she was a manager type
