Well, the pal park is unlocked after you get the national pokedex. Then, if you save your game, turn off the power, and turn your game on again, on the list of options containing "resume saved game" and "start new game". there will be the option " migrate from sapphire" or whatever game you may have. Click on that. Next it will ask you if you would like to migrate. Click yes. Then, it tells you that you won't be able to return them to that game. Click yes if you wish to proceed. Then, it will tell you to choose 6 Pokemon. The Pokemon that you choose can't know any hidden moves (HM's). Afterwards, it will ask you if that is your final selection. If it is, select yes. Then, your screen will turn back to the regular starting screen. Click on "continue with saved game". Then do to the pal park. If you look at your map, right underneath Sandgem town, there's a route. use surf and follow it until you come to land. then, keep going right ( you may will run into a SUDOWOODO or two on your way) until you reach a lit-up building ( well, at night it is) with a poke-ball at the top. go in. talk to the guy with the hardhat blocking your way into the door behind the counter.. he will say some stuff, then ask if you want to enter. click yes. then he'll give you 6 park balls. Then, it says " the countdown begins! three... two... one... go!". once you start, there's no time limit, unlike the Great Marsh. now, you may have checked your PC, and your wondering, "where are those 6 Pokemon that i just migrated?" well, that's what your catching! those 6 Pokemon! And, the catching game doesn't end until you've caught them all. Happy hunting!! ;]

Once you have opened the Pal Park in Pokemon Platinum, you can migrate Pokemon from Emerald (or any other GBA Pokemon game) to Platinum. The Pokemon you migrate can not be migrated back and they can only be captured in the DS game via the Pal Park
He is either outside the Pal Park or inside the building. You get to the Pal Park by taking the sea route using surf from Sandgem Town
Ekans is one of the missing Pokemon in platinum. You can catch him by importing him into the Pal Park through a Gen II or III game.
