Personaly I have always found buying a desktop computer the best way to go. You can upgrade them when you get the chash later and if something breaks down and needs to be replaced. You don't have to send things away. Most Dells are made with refurbished parts to keep down prices and I have had bad luck with Compaq in the past. Try getting a quote or 2 from a local computer shop. They can built you a computer for EXACTLY what you need at your bottom price. In many cases they will even repair free of charge if something goes wrong and it wasn't even their fault. Make sure you get a warrenty.
You must get hold of audio generating programs on the computer. Garage band is probably the simplest and easiest to use. If you want to explore more complex music such as intricate looping, double layered pitches and nifty customizable effects, you're looking at a hefty investment into buying a program with such capabilities. There are literally dozens of programs designed to do so. Fruity Loops seems surprisingly popular. You might want to try that. But stay away from freeware. It may be enticing but the quality is very poor and that is almost guaranteed for all freeware audio programs. So drop a few bucks on a decent audio program...or be a terrible person and torrent it.
