It's an oscillator whose frequency-determining "tank" does not contain an inductive element, like a coil. These are good for extremely low frequencies--down to a few Hertz--but LC oscillators are better at radio frequencies.

An Rc oscillator is an oscillator that uses 3 or more phase shift networks, ( a network of a capacitor and resistor) as a frequency determining network (tank circuit) and a transistor to amplify that output, that only allows a certain frequency through by only letting the frequency that is able to shift 180 degrees out of phase through. And also has a feedback network from the collector (of the transistor) circuit, to compensate for circuit loss to oscillation.
