He was a mutation as a result of pollution by Springfield's nuclear power plant. It triggered a political campaign in which Mr. Burns ran for office. He tried to play Blinky's third eye off as a positive mutation, more like evolution. When Mr. Burns held a media event dinner at the Simpson's home, Marge served him Blinky for a main course. Mr. Burns took a bite, but couldn't stomach it. He spit it across the dining room. The media, of course, all took pictures. The next days headline read, "Burns can't swallow own story", thus ending his political career for the time.

Blinky was an albeit rather peculiar three eyed fish. We initially see this fish very early in The Simpsons when Bart catches it in lake springfield in which nuclear waste was being dumped, causing mutations.
