I think you're referring to the commentary. Often a DVD will have two versions of the movie/TV show: with commentary and without commentary.
In my experience, anyway, it's usually the director, producers and writers who do the commentary, not the actors. But I guess sometimes the actors do it, too.
Anyway. The moviemakers and/or actors watch the show and give commentary on it: what they liked or disliked about a scene or piece of dialogue, what they intended the viewer to notice, what problems they had filming, etc.
Then they put two versions of the film on the DVD: the one with the commentary dubbed over it, and the one without it.
