In the original version of the anime, the Japanese text is displayed, fully detailing the card's name, effect, and stats just as it does on the real cards. The English version, however, censors all text upon the cards except for the stats due to FCC restrictions, to avoid advertising a real product; the only English version of the anime that did not have this restriction was the English version of the Yu-Gi-Oh! movie, Pyramid of Light.
Only in the Actual Japanese version they do, other versions they don't. So if you buy the English version of Yu-Gi-Oh GX Tag Force 2 they don't talk in the duel, only the Japanese version they do.
There are 155 English versions. In total there are 180 episodes. The rest are in Japanese, but you can watch them with the subbed version.

If you are playing the English version of the game, it is impossible for the voices to be heard due to a cutback of the English versions release. However, if you own the Japanese version, the voices should be defaulted so you can hear them, but they will not be in English and neither will the subtitles.
