The 'Moon Eye' is Madara's plan to have his "peace".
Madara's plan is to collect all the tailed beasts and to fuse them to recreate the jubi and since the hollow body of the jubi is in the moon he plan to use the jubi's mangekyo sharingan and link it with his own. He wants to be the host of the jubi then he wants to link his eye to the moon and create an mugo tsukoyomi in the infinte tsukoyomi everyone will be under his control and he will wants to create a unity among everyone.
