The poem contains a profusion (maybe a confusion) of imagery of light, darkness, and sex. I detect in it many allusions to the contrast between inner and outer experience, and the duality of body and spirit, but that doesn't mean Thomas put them there for readers to find.
Toward the end of the poem, it seems that winter ends and spring comes. Some change, some renewal has occurred, but what? When light breaks on "tips of thought", are those rubbish tips (i.e., garbage dumps)? Maybe thought is tossed away, "when logics die", and somehow the body comes into its own. But this dawn rises over "waste allotments", so maybe it is not such a triumph after all.
Whatever this poem is, it is not easy to understand. Different people understand it in different ways, and I'm afraid that all the comments I could find online were shallow and ill-informed. You have to decide what it means to you. And you should then wait 10 years, and decide again, then wait another 10 years, and decide again, and keep doing that until you can no longer.
