There is no direct antonym for the word legislature.

The legislature is the body of the state which is empowered to make laws.

An antonym is a word having an opposite meaning.

If there is a body of the state which is empowered to break laws, and if that body has a name, that name would be a suitable antonym for legislature. However, it is extremely doubtful that any state has a body that is empowered to break the law. This being so, there is no correspondingly direct antonym for legislature.

Even so, there are other bodies of the state that are responsible for law matters, such as the judiciary and the executive. But neither of these are considered to be the opposite of the legislature.
