mostly time. when the English versions wi-fi plaza end parade happens on the English in the USA it will happen at a different time. the USA version is the one to fit in with their Time zone, same with Japanese and all other versions.

Also you can catch a lot of Hoenn Pokemon in Pokemon Platinum that you couldn't catch in Diamond and Pearl.
The difference is that the Pokemon that have different color (a.k.a the SHINY) Pokemon are very hard to encounter because their is a 1/8192 chance to encounter that Pokemon as a shiny. Their really isn't a difference between them. The only difference is that they are harder to encounter.
There are different Pokemon in each of these games and the two games represent two different parts of the Pokemon world completely. If you are thinking of buying one of the games and cannot decide which would be better for you, personally the diamond one is the one I believe is better.

No, you can't tell the difference between shiny type Pokemon and non shiny types. You just have to rely on hope, or a trainer who didn't use the Action Replay on there version of the game. I was browsing it and i saw a shiny shamen!
