Clippers are diode, wave-shaping circuits. The output of clipping circuits looks like a portion of the input signal is clipped off, kind of like a limiter. A clipping circuit requires at least two basic components, a simple diode and a resistor. The output wave form can be clipped at different levels by interchanging the position of the diode and or resistor, and changing the voltage of the dc battery.

Clippers:-

Clippers are those circuits which clip the part of a level or whole level.

these circuits require diodes zener diode battery transistors only

Clampers :- Clampers are those circuits which are used to shift the voltage level of applied signal . this function can be accomplished by using capacitors, diodes resistance battery ,transistor.
§ Diode limiters/clippers - that limits/clips the portion of signal voltage above or below certain level.

§ Limiting circuits limit the positive or negative amount of an input voltage to a specific value.

§ When i/p is +ve - the diode becomes FB - limited to +0.7 V because cathode is at ground.

§ When i/p << 0.7 V-diode is RB - o/p voltage likes -ve part of i/p voltage

§ Turn the diode around-negative part of i/p voltage is clipped off.

§ When diode is FB-negative part of i/p voltage-diode drop -0.7V

They are practically the same yes. The only difference between clippers most of the time, is whether they were designed to be used professionally (heavy-duty), or if they were designed for minimum at home use.
