Application development generally involves designing and developing solutions to a particular problem. Say you need a software to write, and softwares like MS Word, word perfect etc., form the application base which suffices this need. Counsultancy is basically a back-office wok, where these application developers outsource their work to third parties, who basically work for them. But consultancy is not limited just to help application developers. They could write custom softwares for medical/stores etc. These softwares are different for different goups/users/companies. On the contarary, application developers create a standard solution which is quite general in nature, and works well for any one. Its not specific to any segment of the society like consultancy
