As far as I know, I think that the easiest way to get a heart scale is pressing 'a' while facing the pile of rubble in the oreburgh mineI think that another easy way to get a heart scale would be catching a luvdisc. They can be found in the water in front of the Pokemon league. Luvdisc's have a 50% chance of holding a heart scale. But you'll have to have the National Dex and a super rod in order to catch one.
You could also cheat and hack your game (but it's not recommended).
I haven't tested it, but hopefully it'll work.
You can also use a cheat (like a wild Pokemon modifier) to find a luvdisc in the wild (so that you don't have to get the national dex, super rod, or any rod for that matter), and then catch them to get the heart scales that they are holding.

If you have Pal Park unlocked (you must have beaten the game), you can migrate Luvdisc's (or have a Pokemon hold a heart scale) from Ruby, Sapphire, or Emerald version to Platinum version. Once you send a Pokemon to Platinum however, you won't be able to send the Pokemon back to Ru/Sap/Em, so choose the Pokemon you're sending wisely.
Note: You can only migrate 6 Pokemon per day. (I also heard that if you try to reset your DS clock, it adds another 24 hours onto the time that you have to wait to migrate again. Likewise, if you use another DS, the same will happen.)
Finally, you can go underground to get heart scales. I think most people do this, and many claim that it might be the easiest way. You have to keep digging around to try to find one, but once you get the hang of it, I'm sure that it'll be pretty easy. You'll need to have the explorer kit in order to go underground.
To get the explorer kit in platinum you have to talk to the old man in Eterna City. I think that if you have the Dowsing app, it will help you. (You can get this from Prof. Rowan's assistant on Route 207.)

In HeartGold and SoulSilver you can find Heart Scales either by Rock Smashing rocks or you could also buy them as prizes, they're available as Pokéthlon prizes but they're only available as Pokéthlon prizes on Wednesdays and Sundays.I went to the pokethlon and It was on Sell. But, the prize's there change everyday so, you might have to find another way.

I think the easiest way is to go underground and dig. They're fairly common, and only take up three tiles, so you're not likely to cave the wall in before you dig all of it up. I've found about 20 Heart Scales so far since I started the game, but I don't use them ^^; Also if you catch Luvdisc they are occasionally holding them, so if you have a Pokemon with Thief you can get them that way, too.
