The Earth spins like a carousel. When weight is shifted from one side of the carousel to another, or even just moved by a few feet, the carousel wobbles just a bit.

Any major earthquake causes some movement of the tectonic plates, and thus can "shift the Earth's axis" by just a bit. VERY powerful earthquakes, such as the ones in December 2004 or March 2011 can jiggle it measurably, especially using super-sensitive instruments like GPS satellites.
