The mood in the room before the inspector enters is tension from Eric and Birling's jokes on him. The mood was also warm when the engagementparty was on.
This is probably meant as a comical scene. Polonius thinks he's a good father, but his plan for keeping tabs on his son is terrible and he doesn't really get what's going on between his daughter and Hamlet. He also has a ridiculously long-winded way of expressing himself. Polonius is being serious, but we're meant to laugh.
