Naturally "popular" is a fairly broad term considering that can only be gauged with ratings and those can change monthly, weekly & daily, and of course are you speaking of kids shows on cable, syndication, PBS, network (granted there aren't many kids shows on network anymore), also are "Family" shows considered "Kids" and vice versa ...
... however looking at the Cable Nielsen ratings for September 7th 2012, it appears Spongebob Squarepants is currently the most popular i.e. highest rated kid's program.
