Realistically he can be any height he wishes (pun intended) but there's really been no indication how tall he is. He appears to be the same height as Timmy who is probably four feet, give or take.
The plot of the first episode of The Fairly Oddparents (which was in Season 0 and called "The Fairly Oddparents!) started out with Timmy Turner being tortured and treated cruelly by Vicky, his babysitter. She sends him to his room and he ask's his "Magic 9-Ball" when his mom and dad will be home and it tells him that they won't be home for a long time and that he is stuck under the care of Vicky the evil Babysitter. Timmy becomes frustrated and throws the Magic 9-Ball at the wall and it suddenly cracks open and two fairies emerge from it; Cosmo and Wanda. They introduce themselves as Timmy's new Fairy God Parents and since he is miserable, they have been assigned to him to grant him wishes and make his life happier. Timmy is very happy about this and begins to make wishes that hurt Vicky and she ends up going home. Thus, begins the adventures of Timmy Turner and his magical Fairy God Parents! May I note that this episode was only 7 minutes long and was the first episode to introduce the main characters: Cosmo, Wanda, Timmy and Vicky. Hope this helped :)
