The President is the Commander-In-Chief of all federal Armed Forces. He makes the assignments to high-ranking generals and admirals. He also picks the Secretary of Defense who reports to him . The President may use military threats in negotiations with foreign government and he can order military strikes to back his warnings. He can call up the national guard to preserve order in the face of natural disasters or civil unrest. His budget recommendation to Congress includes his plans for current and future military spending.

However, he does not appropriate funds for the military nor can he declare war. He can send troops to a foreign country, but he must ask Congress for more money if they stay very long .
