Political maps are used for the sole purpose of showing boundaries within political fields (wether it be countries, states, cities, etc.). For example, a political map of the world would have all the outlines of the countries, showing their borders. Of course, other items might be included; for example, cities (capital cites, major cities, etc.) might be included.
My thinking is that physical and political maps both have labels, labeling the cities, countries, or important areas.

Political maps show human made features - countries, states, cities, roads, railways, ferry routes, etc. Physical maps show natural features such as mountains, rivers, sea depth, etc. Most common maps are actually combinations showing both physical and political features.
