I will only propose a thinking model. My proposal is a picture incorporating four fields: (1)Basic needs/drives, (2)wants, (3)values; (4) other needs/drives. In that order.
Once we have the most basic fulfilment of (1) we get picky and we see alternatives and hierarchy which gives us (2) (e.g. mobility is no longer an end in itself, we want a privately owned car of a specific model). But (2) does not originate in (1). It originates from (4) which includes e.g. selfesteem or bonding.
(4) works through the creation of values (3) which is a formulation of the blind but higher drives/ in (4). The "moral" society or person will see that (3) dominates (2). So we are looking for a balanced (if fluctuating) order where we want (3) to rule (2). This pattern by itself is not sufficient to prevent the formation of a regime of bad values - which is usually a distorted constellation of values that separately in themselves are "good"
