PDS was successful only in some states.
Success:
Tamil Nadu:
*High per capita purchase of cereals (2nd after Kerala)
*because DMK and AIADMK parties in power. These were low-caste parties committed to increasing the supply of rice
*The chief civil servant was made District Collector. Both parties pressured him to use his power to ensure that there is no corruption
Fail:
Bihar:
* everyone wanted to be a PDS dealer because that meant you can sell PDS cards or sell rice in the market instead of giving it to the poor.
* Corruption: PDS cards were bought from officials by middle/upper class ppl
* PDS inspectors had a low status
In Tamil Nadu, Chief Inspectors understood that if they didn't do a good job, they'd lose the next elections.
The Public Distribution System (PDS) evolved as a system of management of scarcity and for distribution of food grains at affordable prices. Over the years, PDS has become an important part of Government's policy for management of food economy in the country. PDS is supplemental in nature and is not intended to make available the entire requirement of any of the commodities distributed under it to a household or a section of the society. PDS, till 1992, was a general entitlement scheme for all consumers without any specific target. Revamped Public Distribution System (RPDS) was launched in June 1992 in 1775 blocks throughout the country.
The Targeted Public Distribution System (TPDS) was introduced with effect from June 1997.
The RPDS included area approach for ensuring effective reach of the PDS commodities, their delivery by State Governments at the doorstep of FPSs in the identified areas, additional ration cards to the left out families, infrastructure requirements like additional Fair Price Shops, storage capacity, etc. and additional commodities such as tea, salt, pulses, soap, etc.. for distribution through PDS outlets.
In June 1997, the Government of India launched the Targeted Public Distribution System (TPDS) with focus on the poor. Under the TPDS, States are required to formulate and implement foolproof arrangements for identification of the poor for delivery of food grains and for its distribution in a transparent and accountable manner at the FPS level.

The Indian system that places a person in a certain class at birth is the Caste System. The caste system is a social class system.
A World Entrepreneur Society article cites a difference of Rs.15 per/kg (GBP 0.20) for rice on at the market and Rs.4 per/kg (GBP 0.08) at ration shops. Based on the structure of the Public Distribution System, it seems that there is not a fixed difference; the commodities at ration shops are sold at cost, not including the costs of the distribution system.
