I think it is the State Bank of India in India
Punjab National Bank has more than 5000 branches across 764 cities in India. Even if we assume that it has one ATM machine per bank branch, they have 5000 ATM machines. They also have ATM's at various locations across the country and this total number would probably come close to 10000 ATM machines. Unfortunately I couldn't find the exact number but it should be a very big number.
