Simple, to stay cool. The surface of the sand is incredibly hot and radiates the air with absorbed and reflected heat from the sun. But only a few inches under and the sand is cool enough to tolerate and stay to wait out until the sun goes down.

Since some desert animals are cold blooded animals and they can't control their internal body temperature, so they depend on the temperature in their climate to either heat them up or cool them down, so they usually cannot stay out in the sun all day or they will get to hot, so you would usually find them in the shade, whether it be under a rock, in a burrow, or anywhere else with a good amount of shade(depends on size of the animal)
