In the novel, Chigurh kills Carla Jean with his shotgun, so it can be strongly implied that he does in fact kill her in the movie, but we must not forget the cardinal rule of film making, which is if you don't see it on screen then it didn't happen offscreen. Fortunately for those who tend to be compassionate the Coen brothers chose not to show us anything, so we might have a glimmer of hope that they disagreed with how Cormac McCarthy decided to end his novel (though I do believe this to be highly unlikely).

The three pieces of evidence that suggest that he killed her in the movie it is clearly stated that he isn't one you can reason with (which it seems like Carla Jean did). The fact that he checked his boots for what we can assume is blood, and the basic fact which can clearly be seen through out both the novel and the movie is that Anton Chigurh is an abosolute psychopath.
