Rotom is not able to evolve. However, you are able to change their form depending on what appliance they inhabit. When it does not possess an appliance, it is Normal Rotom, and is an Electric and Ghost type. When it possesses a microwave oven, it becomes Heat Rotom, and is an Electric and Fire type. When it possesses a washing machine, it becomes Wash Rotom, and is an Electric and Water type. When it possesses a refrigerator, it becomes Frost Rotom, and is an Electric and Ice type. When it possesses an electric fan, it becomes Fan Rotom, and is electric and flying. When it possesses a lawnmower, it becomes Mow Rotom, and is Electric and Grass.

no,but if you get the secret key then you can go to the galactic hedquaters in eterna(once tean galactic are gone).On the back wall in the top left hand corner (first floor) use the secret key and there will be a room with a lawnmower,a fan,a refrigarator,a microwave and a washing machine. go up to one and press a ,rotom will want to go into its motor.if you click yes it changes form.

it doesnt have a level to evolve you have to get a key and then you go to where you fight Jupiter in that room by the tv and then you use the key and you can go in a room to make your rotom evolve it says so right in your paper that you get with the game.
