Reasons why it's so popular include: It was the longest film of its time, and in color to boot. It introduced feminine ideas. It was actually not a love story about Scarlett and Ashley or Red - but about Scarlotte and Tara... the town she was willing to ruthlessly give up everything for and mistreat everyone for. It also had great cinematography, music and costumes -- especially for its time.
With that said....l don't like the movie much at all.

It is interesting to note, with the arguable exception of the Buster Keaton film ( The General) Title refers to the name of a locomotive, not a staff officer, no (Service Comedies) of the Bilko or Hogan variety were done on tne War Between the States. Arguably the closest were the time-dishonored inheritance gag- with All of the money was- (Gulp) Confederate! This, for the recipient is hardly funny!
