Yes you can see the Eiffel tower from the empire state building on a clear day with a powerful enough telescope due to the curvature of the earth the light bends off the see and you could potentially see although this unlikely due to the clouds. This is factually true and my scientific brain tells me that the curvature of the earth reflects light and therefore with a powerful telescope you could in theory see the top of 1 tower from the other , however there is only 1 telescope in the world that could do this and it is in my shed.
