The balance of power would shift and there'd be less checks and balances over that power. The populace, which often has more than two bodies of opinions/beliefs, would have 'less equal' representation if there was only Reps or only Senators. The President could have more influence over whoever shared his political beliefs, or more in-fighting if no one shared the President's beliefs. You could have unending stalemates, or government running amok and not hearing the people's will.
