The movie is called "Island City" - set in the future, some citizens get a disease that forces them to revert to animals. Healthly people live in walled cities. If caught, these animals could be cured. Once cured, a crystal is embedded in their upper chest. They can only have sex with people of the same crystal color, otherwise the animal gene would be passed to their children. One character in the film had a black crystal...he couldn't have sex with anyone. The film also featured a AT&T public teleporting phone. The special effects were similar to those used in "Logan's Run" (1976). pilot for a unsold television series. Released March 1994 (see imdb).
