You must have space for your new Pokemon, Cranidos , in your party. By the way if you enter a cool contest Cranidos will always win. You get this Pokemon at level 20. Another option would be to trade with friends or going online and using GTS(Global Trade Station). The Skull fossil is pretty rare and you can only find it in Pokemon Diamond.
