S.H.I.E.L.D does work for the government but the Avengers DON'T. It may seem like they do in the film but in the comics ad TV shows, they actually work for no one. They are on good terms with director Nick Fury (the Director of S.H.I.E.L.D).
Agent Barton doesn't have any powers, neither does Black Widow.
