The truant should be made responsible for what they have done because they know what they did was wrong, but the teacher should phone the parents and discuss the problem so the parents are more aware of what their child is up too and it is then their responsibility to deal with any problems that child may have for truancy and deal with it.
It is impossible to foresee your height based soley on that information. Everyone grows differently, no matter your parents...someone will have the same parents as their siblings, but have very different final heights/weights, so only a docter can give a realistic estimate of final height based on your bone density/growth etc.
If the other parent is against it, you can go to court and let a judge decide if the change should happen. Both parents get to say why or why not for the change and then it will be up to the judge.
The parents do have the right not to send the child to school on health grounds. They also have the option just to send the child part-time (e.g mornings but not afternoons). Potentially, (depending on local authorities) they have the right to paid home tutoring for their child. However, if the child is sent to school (for any length of time), the school should have the full (necessary) details of the child's medical condition, along with an action plan should a seizure occur. This plan should be arranged by organising a meeting with the parents (and potentially the child, depending on the child's age), in order to discuss the concerns of all parties. It helps if the parents have a clear idea of what they would like to be done to help their child; bring along a "checklist" of what should be done/who to call should their child have a seizure at school. The school should be prepared to give the child any necessary medication or first aid. If there is a school nurse, she should be made aware of the child's condition.
nothing your thirteen if your parents are downsizing it must be for a good reason. it has nothing to do with you or anything that you have done it just something that you have to go along with.

I don't know when the parents divorced but they should have done so before the conception of Mark David Chapman.
