If one watches VERY carefully, look at the trucks that bring in the prisoners, especially the scene of John Coffe and William Wharton, the Truck clearlys says

Also, several scenes with signs, maps, etc. inside the penitentary also clearly say Louisiana State Penitentary. There is even one scene with a huge map of Angola right up on the wall!
