There were two other Real-Life Rocky's, one was Rocky Grazzione, the other was Rocky Marcionne (spelt something like that). I have been asking that same question for years. Any answer to this question can best be answered by the person who created the Rocky Balboa character. It seems to me that the origin of the surname was overlooked by the character creator. The first two Rocky films made it as clear as possible that Rocky Balboa was an Italian-American, hence the nickname "The Italian Stallion." He married an Italian-American named Adrian Pennino so the name Pennino fits in with her Italian ethnicity. Another famous character whose surname didn't match his ethnicity was Kojak, a Greek-American. Kojak is a Slavic (Polish) surname. Therefore, these inconsistencies can happen in the movie and TV industry.
