The word you're looking for is 'Animation'. Animation is using many pictures that look similar, and playing them at a certain speed to give the illusion of things moving. As for how hard, it depends. Usually animation is very time consuming, so if you don't have time, you don't have an animation. It also depends on what you're using. I highly suggest a computer program, not classical animation. Then it's all about your skill with the computer. I find 3D harder than 2D personally.

If you mean Windows Movie Maker and GIF animations, that is easy. Simply import the GIF animation into the program. Drag it down into the Time-line view of the program. Then, drag out the GIF on the time-line (drag it to the right). That is the only way to see the animation work. You have to extend the GIF animation on the time-line for the animation to work.

It used to be but they stopped about 15 years ago because of security reasons and they wouldn't have time because they have more episodes now than they used to.
