After you beat the rocket warehouse go to talk to Celio and give him the sapphire. He will put it in his machine and this will let you capture Mewtwo. Then go to Cerulean city and do surf in the left side of the bridge and you will see a cave. Go in and there must be Metwo somewhere

∙ 11y agoIf u have the move rock climb fly to orfberg city and go to the bottom entrance of the bike road. There will be a road that goes to the right. At the end there will be a cave. Go into it and go to the top right part of the cave. Use rock climb to get to the next cave entrance. Just continue exploring until you get to the spear pillar. There could be some rare Pokemon up there. But before you can catch em u will have to be team galixce. Good luck 😏
