you need rockclimb you can get it behind a house on the way to snowpoint city. go to the bottom half of mt coronet then go as high as you can and search for the entrance then fight two team galactic grunts next double battle two of the three comanders with your rival then he will heal your Pokemon and you will battle the boss then dialga/palkia i recomend you just use ultra balls to catch it good luck!
PS save the game before you battle the two comanders cause you wont get the chance to after!save before palkia/dialga too!
