this is quite a hard question but what i did was i used the ar cheat "pokemon can learn any move" and i used it on ditto and i used a girl absol in order to get the two moves.
first you need to find a pokemon that can learn it (i would suggest absol) then go on the tm/hm part of the trainers bag then select a for things like 'would you like to teach snatch to a pokemon' then next select the pokemon and you would have to replace a move if it already knows 4. hope i helped!

Yes there is since Mean Look is one of Absol's egg moves so you can use a female Absol and then you can get a male Absol or a male of either Umbreon, Patrat, Watchoog, Smeargle, Girafarig, Sandile, Krookodile, Snivy, Serperior or Servine and then you can place the two Pokemon into the Daycare and then you will receive a Pokemon Egg from the Daycare Man that will eventually hatch into an Absol of either gender that knows Mean Look.

One option with teaching Absol the moves Mean Look and Baton Pass is you will need to start over with a new Absol since your current one will never be able to learn the moves of Mean Look or Baton Pass since they're both egg moves and in order for Absol to know the egg moves you will first need to have a male Smeargle that knows Mean Look and Baton Pass which is possible since it is capable of using its Sketch move in order to permanently copy another Pokémon's move and then you will put the male Smeargle and a female Absol into the Daycare and after you take a lot of steps in the game the Daycare Man will give you a Pokémon Egg that will hatch into an Absol that will know Mean Look and Baton Pass.

That depends... if u want to breed your Pokemon you can. I think if you want a pikachu that knows volt tackle you have to breed a pikachu or raichu holding a light ball. Double-Edge may be troublesome to get for those who do not already have it. Double-Edge may be taught to a Pokemon in your party by a girl in Sootopolis City. After saving the city form Groudon and Kyogre, return to Sootopolis and go into the Pokemon center. There is a girl near the bookcase to the left of the counter. Talk to her and she'll talk about Juan and teach a Pokemon in your party Double-Edge. Now, the female Absol doesn't have to hold anything, but it needs to know the move razor wind. Drop the two off at the Day-Care center and let them do the dirty work. Once they have an egg, go get it and pick up the two. Walk around and let the egg hatch. You should now have an Absol that knows Double-Edge, Hyper Beam, Razor Wind, and some random fourth move.

Almost all non-legendary Pokemon can be bred. However Pokemon can only breed with Pokemon in the same 'breed group'. To breed you need (slightly obvious) a male and a female. If you talk to the guy who gives you eggs and he says the Pokemon prefer to play with other Pokemon rather than each other then there is no possibility of them mating. The Pokemon in the egg created is the same Pokemon as the female although where possible it knows the moves of the male (this is a good way to duplicate tms because the moves are passed down).
There is no easy way to catch the roaming dragons without using cheats. Even if you used mean look to keep it from running, it knows safeguard and refresh if I remember correctly, which will make catching it very difficult. You could try a Pokemon that knows mean look and baton pass, and another that knows false swipe. When you first encounter Latios, use the first pokemon's Mean Look, and then baton pass in the one that knows false swipe. Keep using false swipe as necessary so that HP is kept relatively low, and toss ultra balls and timer balls like no tomorrow.
