Electric-type pokemon such as Pikachu, Raichu, Jolteon, Magnemite, Magneton, Electrode, Electabuzz, Zapdos, Voltorb etc. are all able to use ELECTRIC-type moves, which are super effective against: WATER and FLYING.
If you were searching for pokemon to beat electric type pokemon such as the one's Lt. Surge uses, go with GROUND pokemon. Electric moves is not working on these type of pokemon, and GROUND-type attacks are super effective against ELECTRIC type pokemon as well. Geodude, Graveler and Golem are example of GROUND pokemon.
