I would use a ruler. After I had completed the measurement, I could describe my findings in any unit of length, but inches or centimeters would most likely produce the most convenient number.
Eccentric, Baffling, strange
You can not measure the volume of a liquid with a measurement designed to determine length. A centiliter is a measurement of volume, or the amount of space that a liquid can consume inside an object. A centimeter, would be a measurement of length and a centigram is a measurement of mass (weight).
There is no such measurement. There is either metric measurement or not. Do you mean "fractions" of inches?
