The Black Codes were enacted after the establishment of the Freedmen's Bureau. The Freedmen's Bureau was created in March 1865, during the Reconstruction era, to assist formerly enslaved people and impoverished whites in the South. The Black Codes, however, were adopted in late 1865 and into 1866 by Southern states to restrict the rights and freedoms of African Americans.
Angered by the freeing of african americans, former confederate states did everything in their will to limit their rights as much as possible. They wanted to let the african americans know that whites are superior to them.

The Black Codes limited the freedoms of African-Americans, and that wasn't fair. The Black Codes pretty much segregated the African Americans from the Whites.
Racist Southern whites, who had just been forced by the Union to free their slaves, enacted the Black Codes to maintain the inferior status of Blacks in the South. (Although some northern states had equally racist laws on the books.) Whites were afraid that newly-freed Blacks would compete for jobs with whites, vote whites out of political offices, and own firearms. In other words, have the same rights as every free person in the rest of the united States. Thus the Black Codes were enacted to render Blacks inferior in employment, ownership of property, voting, and every other social and economic status that freed men could have.

As the Reconstruction era passed, Southern whites became back in control of the old South. They passed all types of "laws" designed to prevent Blacks form voting. This enabled whites to regain the political power they lost right after the US Civil War.
One by one, southern states met President Andrew Johnson's Reconstruction demands and were restored to the Union. The first order of business was in these new white-run governments was to enact BLACK CODES, laws that restricted freedmen's rights
