The Charter of Liberties was written by William Penn. Penn wrote it for a new colony, a group of Quakers from England and other countries. It stated that the lawmakers of the colony would be elected by the citizens and every male citizen could vote. There would be freedom of religion and freedom of speech. There would also be a trial by jury for those accused of crime.
