Sanitation in the 1800's was disgusting and appalling. It was way worse then than now. Since there were no Departments of Sanitation to take the garbage away, it was left to the flies and stray animals. In the cities, these poor sanitary conditions were made worse by the high concentrations of people. Fires and sickness spread easily because of the unsanitary cities.
Back in the 1800's, there wasn't exactly such a thing as a restroom. For most part, they would simply do what they had to do in a chamber pot and throw it in the street or out the window. If you were in the middle class, you had an outhouse, if you were in the working class you pretty much had to go out into the forest...
Outhouse, or if your wealthy, you'd use a water closet.

The restrooms are at City Park. Use the rock to help you beat Sir Rebral, then go into the sewer through either of the restrooms, to battle Ratman.
Public restrooms should be cleaned once a day.
