The purpose of the Indian National Congress was the pre-independence era. The congress was divided in two groups, moderate and activist. The moderates were more educated and wanted to win people's faith to lead the nation to independence without bloodshed.the activists however wanted to follow a revolutionary path and make it a militant organization.

In 1885, the Indian National Congress (INC) was started by British and Indian men who wanted more educated Indians to be involved in government. At this time, the INC was not against British rule.

Over the course of the next three decades, this mindset changed. By 1907, the congress had split into two factions: the Garam Dal and Naram Dal. The Garam Dal was strongly opposed to British rule and members of the Naram Dal held a more moderate opinion of British rule.

During the pre-Indian independence era, the INC was very involved in the fight for independence. It produced many influential leaders (such as Dadabhai Naoroji, Bal Gangadhar Tilak, and Mohammed Ali Jinnah) and supported Mahatma Gandi.

In 1929, the INC delared that poorna swaraj (complete independence) was its primary goal.

Indian national congress wanted a comitee to discuss but British government did not allow because they did not wanted the people of India to discuss ,because of continuous demand of Indian National Congress they ( british)allowed only elected persons-(hanish.s.shetty 9nth)
