In regards to the NPC in Jubilife TV, the password is "Everyone Happy" "Wi-Fi Connection." This, however, unlocks the Mystery Gift option in the main menu, and not an Alternate Colour Pichu.
You can, however, obtain an Alternate Colour Pichu as various GameStop stores in America between January 30th and February 14th 2010. As stated on the official Pokémon website, "This Pichu is not only a special color, it also holds a secret you can unlock in the upcoming Pokémon games, Pokémon HeartGold and Pokémon SoulSilver Versions!"
Otherwise, Alternate Colour Pichu would be obtained just as any other Alternate Pokémon would: in the wild or by breeding, with a theoretical chance of 1 in 8'192.
