A universal theme is a theme which is relevant to human behavior at all times. Something which has interest only for the moment and without any lasting consequence would not work as a universal theme. For example, "Here's a photo that makes Kim Kardashian look fat." So what? Is there anything in that which will be relevant five years from now? No. Or another example, "Changes in this year's tax returns." They might be important now for the purpose of filling out your tax return but will mean nothing in the future.
