Since the first film was in late 2001, it has to be sometime during that year. Monsters University took place ten years before Monsters Inc. which Monsters University had to have taken place in 1991 or sometime during the year 1991. Monsters at Work took place a day or more after Waternoose got arrested for his crimes which in the ending of Monsters Inc. shown one month went by as the scare floor turned into the laugh floor when they found out that laughter is ten time more powerful than the power of screams when the energy crisis appeared to have been resolved peacefully and without breaking any laws. So I'd say that the film as well as its television show takes place in the year 2001 or sometime during that year.
