I believe it occurs after the detective L is killed and before L's successors start really tracking Kira down. There is a period of time in which Light assumes the title of L by default and meanwhile keeps killing criminals with himself and Misa Amane, later Teru Mikami. He is accepted as a godlike being defending justice by many people. Crime rates drop exponentially and wars all but stop from fear of the unknown killer's supposed justice.

*May 5, 2005 - A young man calling himself Near, accompanied by the director of the FBI, meets with the President of the United States and presents information on the Kira case that he has been collecting over the last three years.
*March 12, 2009 - The United States of America creates a new investigation team independent of L to go after Kira. The SPK (Special Provision for Kira) is founded and is composed of FBI and CIA agents along with Near.
* April , 2009 - Light Yagami age 23, enters the Nation Police Agency and is assigned to the Intelligence and Informational Bureau.
*Summer, 2009 - Kira's judgment starts gaining momentum. The worlds reaction to Kira is divided by those who scream in fear and those who cheer him on. More and more, the latter are emerging. And finally, not only do many publicly proclaim that "Kira is Justice". But some countries even express their acceptance of Kira. The world continues towards a dark era in which Kira is the law.
